Empowered and Empowering!!

 

 

According to a recent survey of youth in the Philippines, young people view poverty, crime, and government-related issues to be the most pressing challenges facing the nation. At the same time, respondents overwhelmingly answered that they feel helpless in addressing such challenges.

 

How do you empower young people to make a difference? How do you maximize the efforts of youth leaders who are actively promoting social change? Such questions have long motivated me on my work as a youth organizer. I see great promise for engaging the active participation of Philippine youth in helping to ameliorate a range of urgent social problems.

 

"With young people, ages 15 to 30, making up one-third of the Filipino population, I believe that they play an increasingly large role in the development of Philippine society,". "Their attitudes, values, mindsets and priorities and potentialities have critical role to play in shaping the future of our country. Thus with these in mind, I and   four other motivated friends created Tinig Kabataan, (Tinig is the Filipino word for Voice and Kabataan is Youth.) or the Voice of the Youth (VOTY), in 1996. Initially, VOTY founders, themselves possessing skills as young broadcasters, voice talents, and singers, focused their efforts on launching a youth radio program. For more than four years, the program aired for two hours each Sunday, giving young people the opportunity to voice their ideas and opinions on a range of issues impacting their lives. Over the years, VOTY members have been invited to present at local, national, and international conferences, and have been featured on national radio and television programs, as well as in newspapers and at school and community events. Today, VOTY has grown into a collaboration of youth organizations in nearly all 78 provinces of the Philippines. Its goal is to maximize the impact of young people working to make a difference. VOTY provides networks, tools, resources, and recognition for youth leading positive change in their communities.

 

VOTY Network is about encouraging Filipino Youth to believe in themselves and their ability to make a difference in our country the Philippines. They create environments where people are exposed to new thinking, a diversity of voices, and new opportunities. Driven by youthful vigor, their goal is to foster a sense of leadership, participation and social entrepreneurship through the innovative use of technology and media, creating meaningful experiences for the youth in the Philippines.

 

Among its efforts, VOTY is developing a peer-to-peer learning environment where youth may teach one another valuable skills. It's also working to create a national platform to enable youth voices to be heard and be acted upon.

A critical component of VOTY's efforts is the use of the Internet to facilitate communication and information-sharing. <a href=" http://www.voty.org">  VOTY's</a> website contains information on youth participation; a calendar of local, national, and international events; publications; and relevant links and statistics. E-mail discussion groups also enable young people to share what they know and network with one another.

 

I am currently pursuing a masters degree in broadcast communications in the prime institution of the <a href=" http://www.up.edu.ph">  University of the Philippines</a>, while working as Technical Assistant, Events Organizer, part of the Special Projects Team which handles the Leadership Empowerment of Youth Leaders Nationwide, and Website Developer of <a href=" http://www.yv4sr.tk">Youth Volunteers for a Strong Republic</a>  of the <a href="http://www.opaya.tk "> Office of the Presidential Assistant for Youth Affairs (OPAYA)</a>  under the Office of the President of the Philippines.

 

I see great promise in utilizing today's communication technologies to strengthen youth participation, networking, collaboration and leadership. "I believe that multi-media—radio, TV, newspapers, mobile phones and the Internet—offers a powerful tool to inspire, inform, and involve the youth towards empowerment,"…

 

YOUTH PARTICIPATIONS

I am a broadcast communications graduate student at the <a href="http://www.up.edu.ph"> University of the Philippines ( U.P.), Diliman</a>. A dedicated and multi-talented young leader who has been a freelance writer, reporter, voice-over talent, and radio talent for various companies such as <a href=" http://www.abs-cbn.com"> ABS-CBN Broadcasting Corporation</a>, Manila Broadcasting Company DZRH, Philippine Children's Television Foundation Inc. and National Office of Mass Media where I write and work on productions that focuses on children and youth affairs and volunteerism.

 

NATIONAL YOUTH PARTICIPATION

 

In 1998, I became an active youth coordinator and the youngest participant of the <a href="http://www.voty.org "> 2nd National Youth Parliament (NYP)</a>. Organized by the <a href="http://www.youth.net.ph">National Youth Commission</a>, NYP is a biennial assembly of youth representing the various sub-sectors and geographical groupings nationwide to develop a legislative-executive agenda for youth development where I participated in the national decision-making processes of the government. The proceedings, declarations and resolutions of the Parliament guided the Commission in its undertakings and formed part of the legislative agenda of the Medium Term Youth Development Plan (MTYDP) and In 1999 I became a delegate of the MTYDP which served as a guide for government agencies to utilize in the proposal or implementation of youth-related programs.

 

In 2001 I was elected by my fellow youth leaders to represent our region for the <a href=" http://www.punk2001.htmlplanet.com"> 1st National Youth Summit or PAMBANSANG UGONG NG KABATAAN (PUNK)</a>  of the National Youth Commission and Department of Social Welfare and Development where we discuss and list down issues facing the present Filipino youth. The topics and problems discussed were then documented and presented to President Gloria Macapagal-Arroyo for the government to study and consider in future policy-making.

 

I have been Deputy Volunteer of the Movie and Television Review and Classification Board (MTRCB), in-school volunteer of U.P. Ugnayan ng Pahinungod and National Historical Institute.

   

I contributed so much as a member and officer of <a href="http://www.pisigma.com"> PI SIGMA Fraternity</a>, U.P. Red Cross and U.P. Tangway - an organization of U.P. students from Bataan and an active United Nations Volunteer. He founded the U.P. Speech Communication Society and KaBATAAN (Katipunan ng Kabataan ng Bataan) or Bataan Youth Society, for which the main goal was to promote our beautiful province of Bataan as a tourist destination, environmental awareness and youth empowerment.

 

I organized the Philippine Country Celebration of <a href="http://www.freewebs.com/gysd2003" >GLOBAL YOUTH SERVICE DAY</a>  held in Balara, Quezon City last April 11-15, 2003, and <a href="http://www.gysd.tk">   5th GLOBAL YOUTH SERVICE DAY</a>. I am one  of the head facilitator for Sangguniang Kabataan (YOUTH COUNCIL) National Federation National Eco-Youth Camp and Convention, Values Formation Workshop organized by SK Federation, Office of the President Youth Affairs held in Subic Bay Metropolitan Authority, Subic, Olongapo City last April 9-11, 2003.

 

I am the main Reactor and Discussant for The <a href="http://www.pssc.org.ph/events">   Fifth National Social Science Congress</a> (NSSC IV), What's With the Filipino Youth: Perspective from the Social Sciences, Philippine Social Science Congress at PSSC Center, Commonwealth Avenue, Diliman, Quezon City, Philippines last May 15-17, 2003.

 

I've been a the top participant for <a href="http://www.freewebs.com/youngleadersprogram ">  Young Leaders Program</a> by the <a href="http://www.ndcp.edu.ph"> National Defense College of the Philippines, Institute for Extramural and Continuing Studies, National Defense College of the Philippines</a>, the youngest delegate and Awardee of the 8th Open Conference on Cooperation for Responsible Citizenship and Corporate Governance and 1st Responsible Citizenship Fair by the Institute for Solidarity in Asia, the World Bank Institute and the Asia Pacific Association for Student Exchange (APASE) held at the Rizal Ballroom of the Makati Shangri-la last May 27, 2003.

 

Together with my Co-Founder and the former Vice-President of Voice of the Youth Network, we organized the Lian Youth Action Forum, with a theme "A Youth, Government, Business, Community and International Organization Partnership for Lian Development Youth Arises as Action Partners for Lian's Development held at Sea Breeze Rendezvous, Matabungcay Beach, Lian Batangas last May 28, 2003.

 

My greatest achievement as a youth advocate was when I was chosen to be  the 2003 Youth Action Net Awards by International Youth Foundation last June 12, 2003.

 

I was awarded at Potomac River aboard Odyssey Cruise in Washington D.C., U.S.A. last October 12 2003.

INTERNATIONAL YOUTH PARTICIPATION

 

I participated in the <a href="www.kabataan.htmlplanet.com/custom.html" >27th Ship for Southeast Asian Youth Program</a> last  2000,  3rd APEC Future Leaders Forum,  I represented the Philippines during the <a href="http://youth.unesco.or.kr/iyc/images/37iyc/37iyc.htm"> 37th International Youth Camp </a> of UNESCO and 6th Arirang Youth Camp in Seoul, South Korea.

 

I am one of the speaker and facilitator during <a href="http://www.iyd2004.org"> 3rd International Youth Conference</a> held at the Philippine Normal University and Malacanang Palace last August 12 to 14 led by the United Nations Association of the Philippines (UNAP), the United Nations Educational, Scientific, and Cultural Organization-Associated Schools Project (UNESCO-ASP), and Philippine Normal University (PNU).

"Youth Leadership for Global Citizenship and Sustainable Development" was the theme of the celebration.

 

This year his celebration of the 5th International Youth Day will be cooperated with my organization VOICE OF THE YOUTH NETWORK.

 

I am the focal point of <a href="http://www.maroc2003.org">World Congress of Youth in 2003</a> where I sent Joan Villafuerte one of VOTY'S member to Morocco, together with the young people worldwide I proposed radical solutions on a range of globalisation issues.

 

I was also the focal point in the Philippines and with a simultaneous launched in 74 countries around the world he launched the book, <a href=" http://www.iyp.oxfam.org/campaign/youth_commission_report.asp">Highly Affected Rarely Considered</a> - the impacts of globalisation on young people at the United Nations Information Center, last July 19, 2003.

 

 

Year 2004 was very fruitful for me because I've attended numerous international youth programs.  Such as <a href=" http://www.wyps.org"> World Youth Peace Summit</a> - Bangkok, Thailand February 25 - 29, 2004, International Conference on Youth Empowerment -City University, Hong Kong   May 17 - 20, 2004 and the 2nd International Youth Parliament - Sydney, Australia July 5 –12. Upcoming events that I'm going to attend are Youth Employment Summit - Boca del Rio, Veracruz, Mexico, October 4 - 7, 2004 and World Youth Festival - Barcelona, Spain August 8-14, 2004.

 

 

 

Success in implementing programs for the youth hinges on our religious and civil leaders. They play a crucial part in realizing these programs and policies, with them serving as the living examples of the virtues and ideals they expect the youth of the land to have.

 

I believe that meaningful youth participation is about recognizing and nurturing the strengths, interests, and abilities of young people by providing them with real opportunities to become involved in decisions that affect them at individual and systemic levels. This kind of participation enhances youth health because it offers young people a chance to develop important decision-making and problem-solving skills, develop meaningful relationships, and bolster self-esteem.
